The construction of a new central clinic of national importance between the two districts of Villingen and Schwenningen marks the last and most important phase of a comprehensive and
far-reaching reform and reorganization of hospital care in the Schwarzwald-Baar area. The construction work begun in July 2009 was largely based on the development plan compiled in
2007 by AS+P Albert Speer + Partner GmbH, which in particular regulated the way in, and extent to which the plot of land was used for building purposes, new access to the clinic , and the manner in which the building was integrated in its natural and urban surroundings.
The legal zoning planning procedure involved the compilation of various expert reports on traffic, landscape planning, hydrogeology and noise protection, the results of which AS+P
subsequently included in the legal zoning plan in the form of legally binding stipulations. With regard to the planning, the search for a landing place for the emergency rescue helicopter
presented a particular challenge: Following a lengthy round of discussions with experts, a solution was found on which there was consensus with regard to all flight-related requirements,
questions of relevance to noise protection issues, and aviation law aspects.
