With a view to strengthening the City of Bonn, Deutsche Post, Telekom and Postbank together aspired to the construction of a new Beethoven Festival Hall. The new concert hall was to be the main venue for the annual Beethoven Festival. As such it had to meet the very highest acoustic and architectural standards. It was also meant to be the home of the Bonn Beethoven Orchestra. Integrating the existing, heritage-listed "Beethovenhalle" represented a particular challenge of the competition. On account of changes to the framework conditions the project was put on hold after this was completed. After a break of several years a second competition subject to changed framework conditions was held (a different construction site), which AS+P once again prepared and supervised.

On behalf of Deutsche Post AG, AS+P delivered a different layout for the project, taking the acoustic requirements and concert hall technology into special consideration. AS+P coordinated this layout and the competition assignment with the client, the City of Bonn, as well as representatives of the various users and the designated operator. AS+P also assumed responsibility for preparing and staging the architects' selection procedure and for subsequently coordinating the detailed revision (coordinated draft) of two finalists' entries with regard to the preparation of a general contractor's calculation and a final selection decision. In addition, AS+P conducted a detailed construction cost examination/test calculation, which was confirmed by two independent general contractor calculations.

On account of the changes to the framework conditions (reduced budget, lower construction volume, different construction site) the development and coordination process for the layout and facilities had to be repeated in full for the second competition. In this AS+P incorporated the experience it gained from the first competition.
