Over 500 hectares formerly used by the military became free by 2015 at the latest, affording the City of Mannheim a unique opportunity to sustainably develop previously inaccessible areas in the district on a large scale. The conversion of the former Turley Barracks, a prominent piece of land boasting historical barracks buildings on Friedrich Ebert Strasse and close to downtown Mannheim, marked the beginning of the project.


On the basis of a robust urban development concept, as of 2012 AS+P, on behalf of MWS Projektentwicklungsgesellschaft mbH (MWSP), drew up Legal Zoning Plan No. 32.40, “Turley Site”. In March 2015, planning permission was granted for a high-end inner-city quarter with residential, commercial, and service facilities in the largest section of the total of 13 hectares covered by the planning. Construction work quickly commenced and people have already moved in to the first converted barracks buildings. In 2017, working closely with an investor, it proved possible to lay the legal foundations for the development of a second section. To this end the technical basis in place for the legal zoning plan was updated and brought in line with current development wishes and requirements. The Turley site in Mannheim is now fast emerging as a mixed-usage urban quarter and is currently home to 300 people, while 150 persons work there.
