With any legal site planning, the overarching planning specifications must be observed; regional planning objectives in particular entail a binding effect for the municipalities engaged in the planning. However, should the intentions behind the municipal planning not correspond with the regional planning objectives, for the purposes of realizing the planning an application may be submitted to the relevant approval authority for a procedure to be conducted to obtain permission to deviate from a planning objective. This is appropriate precisely for sites, on which an existing disruptive facility is temporarily abandoned, and which are now suitable for different planning purposes.

With a view to realizing various conversion projects with a focus on housing development in Offenbach district and the City of Darmstadt, AS+P compiled the application documents. In addition to examining the decisive objectives with regard to the municipal planning intention, highlighting possible conflicts relating to the objective in words and graphics, and developing convincing arguments, this involved close exchange with the relevant department at the Regional Council in Darmstadt. Time-related requisites (deadlines, dates of meetings etc.) were also coordinated early on, enabling the conditions for a swift, smooth deviation procedure to be put in place and the legal zoning plan procedures to be pursued purposefully.
