Deviation from the target agreed upon for “Wiesbaden Ostfeld”
The deviation from the target as prepared by AS+P was approved in early May 2021 by the Regional Assembly of South Hessen and shortly afterwards confirmed with the positive target deviation notice from the Darmstadt Regional Council.
AS+P prepared the documents in advance for the deviation from targets in the Regional Plan of South Hessen / Regional Land Use Plan 2010 in the area of the urban development project “Wiesbaden Ostfeld”. On this approximately 450-hectare development site between the eastern districts of Erbenheim, Mainz-Kastel and Amöneburg, an urban city part district is to take shape, providing homes and workplaces for around 8,000 to 12,000 people.
In addition, the new central office location for the Federal Criminal Police Office (Bundeskriminalamt, BKA) is to be developed in one part of the area. Only about one fifth of the site is earmarked for construction – but since the latter was not compatible with the previous objectives of regional planning, a target deviation procedure had to be launched. The challenge, which proved to be highly complex, involved a variety of issues such as conservation, agriculture, near-surface deposits and climate protection, which all had to be taken into account for the procedure.
Following the positive decision on target deviation by the Darmstadt Regional Council, the statutes on the formal designation of the Wiesbaden Ostfeld quarter as adopted by the Wiesbaden City Council in November 2020 can now come into force. This marks another milestone towards the development of the new Wiesbaden district. AS+P was able to make a valuable contribution here and thus adds to its portfolio for challenging processes in the area of regional planning.
