Masterplan Offenbach 2030: excerpt Development Area East
The “Masterplan Offenbach 2030” already devised by AS+P envisages repositioning and realizing the site of the former freight yard as “Quartier 4.0”. In 2017, AS+P developed a framework plan for the area in question in order to assess the development potential for restructuring the freight yard site. The newly devised development plan created the legal basis for the town planning and high-grade development of the freight yard site. The fundamental aim of planning is to revitalize the wasteland formerly occupied by the freight yard and transform it into a mix-use quarter based on the model of the ‘city of short distances.’ High-density construction is to create residential space in the quarter. As such, areas that are outside the city and have not yet been put to use or are not sealed will be protected and soil sealing will be limited. The development plan will enhance the attractiveness of the east of the city both as a residential urban location and as a site for manufacturing industries and service providers. As such, the designation of urban areas in accordance with section 6a of the German Federal Land Utilization Ordinance (BauNVO) with the corresponding eligibility rules is a key element of the development plan. In addition, with the planning of the location for a secondary school in the adjacent city area, it was ensured that the public green area was safe and suitable for the residents. The city council approved the development plan at the beginning of November 2020. The new “Quartier 4.0” is now being implemented.
