As the basis for the study, AS+P entered into extensive dialog with the local authorities belonging to the district to identify existing reserve land areas as well as development intentions; it then assessed them against the backdrop of an over-arching list of requirements. As a next step, a spatial picture of future commercial developments was compiled in consultation with the relevant actors. This defines the spaces, their suitability and incentives for various commercial applications going forward. AS+P then brought these insights together in the actual development concept and pin-pointed those locations that are most suitable. After factoring in the required commercial premises thus identified and in light of the State of Hessen’s goal of saving land, a pool of suitable commercial real estate through 2040 was proposed. An expert working party consisting of planners from AS+P, the District of Fulda, the Kassel Regional Council and other actors supported the entire project. All findings were summarized in the form of a report and then discussed and evaluated in a dialog session involving the various local authorities. The proposed pool of suitable commercial real estate was then broken down to the local authority level in the form of so-called community fact sheets that then served as the basis for updating the North Hessen Regional Plan.
