In order to incorporate the structural variability of congress, Mannheim Kongress- and Touristik GmbH intended to expand the Rosengarten Convention Center. Mannheim's powerful position within the event and congressional arena is to be preserved and strengthened through this expansion. AS+P Albert Speer + Partner were assigned to assemble a new land use plan which among other things, was to be a coordination of expert opinions. This was necessary as the architectural designs for the expansion of the Rosengarten were unable to be implemented in accordance with the arrangement of the existing development. In addition to the urban planning issues, other aspects had to be examined due to downtown conditions of the Rosengarten. In particular, the aspects of sound insulation for the predominantly residential neighbourhood, transportation planning as well as the sunlight exposure/shading were considered. In spite of these complex tasks, the zoning plan was able to be officially adopted as a legal zoning ordinance within 10 months.
