A model district is being created on the Spinelli site featuring, among other things, for a future-oriented, location-appropriate mobility concept. The objective is to considerably cut (individual) motor traffic. The focus in this respect is on generally reducing the number of parking spaces per housing unit

The City of Mannheim is repurposing more than 300 hectares of land formerly reserved for the military for civilian use. A large proportion of the area in question, the former “Spinelli Barracks”, which are close to the town center, will be transformed into premium outdoor space as part of the 2023 Bundesgartenschau (German Federal Garden Show). Along with an area in the southeast, the site in the north of the city will be the subject of urban development measures. AS+P anchored the transportation side to formulation of the master plan. The basis for this was a mobility concept for a low-traffic quarter developed by AS+P, together with Solar-Parker. The idea was for future residents to be able to determine their travel routes themselves – in a safe, environmentally acceptable manner. The objective was then to design the living environment in such a way as to convince the residents about the positive impact of eco-mobility on their lives. A further aim was to allow residents of the existing quarters to benefit from this holistic range of mobility options. The integrated mobility concept focuses on pedestrians and cycle traffic, local public transport, stationary and moving privately-owned cars, flexible sharing options, and approaches that extend mobility (e.g., integrated mobility management, mobility stations, and App-based networking within neighborhoods). An important aspect was to reduce the number of parking spaces per housing unit. Firstly, this makes for more space for pedestrian and cycle traffic and an improved atmosphere for residents and visitors. Secondly, the wider range of mobility options will be partly financed by the savings made as a result of not having to budget for parking spaces.
