With Development Plan No. 655 “Energiewerk Dietzenbacher Straße”, the legal planning framework is to be established to enable the expansion of the existing energy facility operated by Energieversorgung Offenbach AG on Dietzenbacher Straße and to develop it into an innovation hub for decarbonisation. Through the spatial expansion of the energy plant, the utilisation of waste heat and thus the site’s supply capacity are to be significantly increased in the future.
Draft development plan no. 655 ‘Dietzenbacher Straße energy plant’
In accordance with Section 1 (4) of the German Federal Building Code (BauGB), land-use plans must be aligned with the objectives of regional planning. As the aims and purposes of Development Plan No. 655 do not fully comply with all relevant regional planning requirements for the project area, the City of Offenbach has applied for a deviation procedure. AS+P was commissioned to prepare the necessary deviation documentation. As part of an extensive process, a comprehensive report was produced, including a preliminary assessment demonstrating that the approval of the deviation would not result in any significant environmental impacts; the findings were subsequently summarised in a concise version. The deviation application concerned the use of land within a “Priority Area for Regional Green Corridors” (Objective Z4.3-2) and a “Priority Area for Forestry” (Objective Z10.2-12). As part of the procedure, an alternatives assessment for the location of the energy plant extension was carried out, and compensatory areas for the intervention in the Regional Green Corridor were identified. AS+P also supported the search for reforestation compensation areas.
On 13 December 2024, the Regional Assembly of South Hesse approved the deviation from the aforementioned objectives.
