Given their significance for the area in question and the impact on general public interests (among other things the appearance of localities and the surrounding countryside), decisions about the location of wind power plants require enormous care in terms of planning. The public follows decisions about wind power plants with great interest, as they frequently have a direct effect on the local population's life. Its interests, not to mention issues relating to nature and the countryside, are often the focal point of intense discussions. In 2012, on behalf of the town of Bad Laasphe, AS+P conducted a site study for the entire municipality, which, given new legal guidelines, had to be updated in 2016. Taking environmental, emission-related and planning-permission aspects into consideration, the study identifies suitable locations for wind power plants. On the basis of its legal site planning, the study provided the town of Bad Laasphe with an opportunity to exercise control over the dominant wind power plants and position them in the concentration zones that were to be designated. At the same time the study documents the fact that all other areas of the municipality can be spared wind power plants that are of significance for the locality, as in terms of planning-permission guidelines and current legislation the conditions laid down in section 35 para. 3 clause 3 of the German Town and Country Planning Code (BauGB) are met in full. Furthermore, AS+P offers towns and municipalities advice with regard to questions relating to the use of renewable energies and the assertion of local points of view in plans drawn up by third parties.
