Existing power plant
AS+P was commissioned to prepare Development Plan No. 655 “Energiewerk Dietzenbacher Straße”. The development plan establishes the planning-law basis for expanding the existing energy plant of Energieversorgung Offenbach AG (EVO) on Dietzenbacher Straße and developing it as an innovation hub for decarbonization. The spatial expansion of the energy plant is intended to significantly increase the future capacity of the site by recovering waste heat, without increasing the approved waste volumes. In addition to facilities for utilizing turbine exhaust steam and waste heat from flue gases, facilities for thermal energy storage are also planned, among others. The planned expansion, together with the associated increase in overall energy efficiency within waste incineration, will significantly enhance the performance of the energy plant.
Existing power plant
To establish the necessary planning approval, the preparation of a development plan under the standard two-stage statutory procedure was required for the site, which is located in the outer area pursuant to Section 35 of the German Federal Building Code (BauGB). In parallel with the development plan process, it was also necessary (i) to conduct a procedure for deviation from planning objectives in accordance with Section 8(3) of the Hessian State Planning Act, in relation to the South Hesse Regional Plan (RPS), and (ii) to amend the Regional Land Use Plan (RegFNP).
For the approximately 10.9-hectare planning area, AS+P prepared the required documentation for the development plan as well as the application for the objective-deviation procedure. AS+P also coordinated the various stakeholders (city representatives, the project developer, and specialist consultants) and managed the overall planning process. The development plan was adopted as a municipal by-law in August 2025.
