The reason for initiating this process was the intention expressed by HellingHöfe GmbH to develop an area in Wiesbaden’s administrative district of Mainz-Kastel covering Wiesbadener Strasse, Eleonorenstrasse, Strasse An der Helling and an existing grassy area close to the River Rhine. The plan involved creating a new local shopping center with retail and residential use, plus a small area devoted to industry. In line with the relevant framework conditions for the integrated development and action concept Wiesbadener Strasse, the plan was for a new local shopping center, one that would contribute to boosting the profile of this urban district and its function as a local retail center for the surrounding districts. Some 180 residential units will be created, thus increasing the population density of this urban district and making a contribution urgently needed living space in view of tight land markets in the area. Despite the high density of buildings, this allows for the creation of peripheral areas that are not completely closed off but allow for movement, thus enabling the new residential quarter to be integrated into the fabric of the existing urban district. In terms of planning law, the project will be secured by means of a project-related legal zoning plan. With this in mind and based on the developer’s development plans for the projected area measuring approx. 1.7 ha in size, AS+P prepared the documentation, as well as coordinating the various parties. The company was also responsible for the management of the planning process. The legal zoning plan was approved in May 2022 and duly entered in the statutes.
