In the south of Neu-Isenburg, in the immediate vicinity of the town center, “Urban Quarter South”, the land earmarked for which has for several years either lain fallow or been put to only very limited commercial use. Consequently, by way of preparing the development of the site, between 2012 and 2014 an urban planning concept was drawn up in a multi-stage planning process involving the active participation of the general public. The concept envisaged turning “Urban Quarter South” into a mixed-usage urban quarter with housing and work, and the relevant infrastructure. Taking this masterplan as a starting point AS+P subsequently drew up legal zoning plan no. 55 “ Urban Quarter South” for the roughly 12-hectare site and coordinated the parties involved, namely representatives of the town, project developers, architects and planners. AS+P was also responsible for steering this planning procedure. In the preparation of the legal zoning plan a particular challenge proved to be coming up with an amicable agreement between existing and planned commercial and residential uses – especially with regard to noise and unpleasant odors. Given that the town’s development formulated in the masterplan did not entirely concur with the overarching planning specifications of the regional plan or regional land use plan, between 2015 and 2017 alongside the legal zoning plan AS+P developed and supervised proceedings for permission to deviate from the planning objective as well as amendment to the regional preparatory land use plan. In March 2020 the Town Council of Neu-Isenburg passed a resolution which adopted the legal zoning plan as a by-law.
