Urban development master plan
The site of the former Phrix paper factory in Hattersheim is to be given a new lease of life. The former industrial plant in the Okriftel district has been disused or rather underused for several years now. The plan is to create a new mixed-use quarter with approx. 270 residential units, appropriate commercial facilities, and a district garage. In 2016 AS+P drew up an urban development master plan for the area. The concept envisages a structural link between the industrially defined site of the former paper factory, the fragmented town center bordering to the north and east, and the large commercial zone to the west. As well as the “Beamtenhaus” (the former home of the works manager) designed by Georg Metzendorf and the paper factory itself, other structures worthy of heritage status will be preserved and converted. Subsequent to the framework plan, AS+P formulated the objectives specified in it in a legal zoning plan, thereby formally procuring planning permission. On account of complicated questions relating to the conversion of the former industrial building, lawyers and numerous specialist planners were involved in the legal zoning planning procedure. In addition to drawing up the legal zoning plan, AS+P spearheaded the coordination and management of the planning process. The company also handled the proceedings to obtain permission to deviate from the planning objective in the regional plan for south Hessen, liaising in this context with the Regional Council in Darmstadt. In February 2019 the municipal council of the town of Hattersheim am Main adopted the legal zoning plan as a by-law. The developer, PRINZ VON PREUSSEN GRUNDBESITZ AG, intends to realize the plans and to complete the work by 2020-21.
