The objective with the Legal Zoning Plan was to put in place a large-scale retail operation on what used to be wasteland. The purpose of this project was to improve the local amenities in the northeast of the town of Neumarkt i.d.OPf.

The aim was to have the Edeka Group install a large-scale retail operation on an expanse of wasteland in the northeast of the town of Neumarkt i.d.OPf. with a maximum sales area of 2,000 m². With this in mind, a Legal Zoning Plan needed to be drawn up and AS+P was commissioned to do this by the town of Neumarkt i.d.OPf. as of the end of 2017. In parallel, the preparatory land use plan was also changed for the development. This situation, with the gap in the urban fabric between neighboring industrial areas and the way that the area had become overgrown was not a desirable state of affairs in terms of urban planning. Re-planning this area means that the possibility is there to connect different commercial uses in this area, something that will also have a positive effect on the townscape. The planned retail development means that a section of wasteland can be put to new use, and local amenities improved. This kind of usage also fits in with the town of Neumarkt i.d.OPf.’s local amenities concept which calls for an increase in the concentration of local amenities on this site on Amberger Strasse / Thüringer Strasse. A central element of the legal site planning: To identify a special area for “retail” in accordance with section 11 of BauNVO, the Federal Building Utilization Ordinance. The relevant resolution to change the preparatory land use plan dates from June 2018. The enactment of the ordinance relating to the Legal Zoning Plan was scheduled for December 2018.
