The catastrophic flooding of the Ahr river in western Germany in July 2021 caused severe damage and destruction to the built and other infrastructure. The destroyed structures included the sewage treatment plant in Sinzig, which was operated by the ‘Untere Ahr’ wastewater association. However, due to its location in the immediate vicinity of the Ahr and in the floodplain, considerations were also initiated at an early stage regarding a relocation in a northerly direction to the southern urban area of Remagen.
The new location was examined by AS+P with regard to the planning law issues for obtaining building rights. In particular, the regional planning requirements of the location were examined in more detail, the compatibility of the planning with the objectives and principles of the Central Rhine-Westerwald Regional Development Plan was demonstrated and coordinated with the Koblenz Structural and Approval Directorate as the higher state planning authority.
Subsequently, AS+P took the lead in project management for the approval planning. In doing so, the requirements regarding specific topics were defined and coordinated with the responsible approval authorities. Appropriate expert offices were involved, among other things, in the areas of odour, climate, soil/contaminated sites, noise protection and environmental compatibility.
