In Luxembourg, superordinate agendas at state planning level are specified by means of "sectorial master plans". AS+P drew up the "Plan Directeur Sectoriel Zones d'Activités Économiques" (PS ZAE) as a tool for the spatial management of commercial and industrial development in the country. The process embraced several elements. To begin with, a status analysis was conducted with surveys and discussions in all the municipalities, followed by an analysis of economic trends, and a land requirement forecast. On this basis, the spatial concept for the PS ZAE, and a regulation proposal for the legislative decree (Règlement grand ducal) were devised. An inter-ministerial working group accompanied the drawing up of the PS ZAE. The PS ZAE devises a concept for the development of commercial land at national, regional, and municipal level. It secures existing commercial zones and makes provision for the availability of sufficient land until 2030, taking traffic-related requirements and ecological aspects into consideration. Furthermore, the PS ZAE formulates stipulations for improving the economic structure, taking particular consideration of the interests of small and medium-sized enterprises, and also seeks to ensure a balanced distribution across the country's regions.
