On Sept. 17, 2020 the City of Wiesbaden Municipal Council approved an urban planning development measure (UPDM) in Wiesbaden’s Ostfeld district based on preliminary studies. The objective is to create a new sustainable independent urban district for 8,000 to 12,000 people. Moreover, the plan is destined to support all Federal Criminal Police Office operations being brought together at a central administrative location. Following a judgement by the Federal Administrative Court an UPDM must be adapted to the goals of regional planning in keeping with the urban land-use planning. Several objectives and principles of the South Hessen Regional Plan are affected by the planning. It is only possible to deviate from the objectives of said Regional Plan if the deviation is justifiable from a regional planning perspective and the principles of the planning are not affected. AS+P was commissioned to create the documents for submission to gain approval for the deviation. The comprehensive process involved the creation of a long version, a short version as well as the 11 attachments to be assembled. The documentation comprises some 960 pages in all. The procedure is extremely complicated as different issues such as conservation, agriculture, near-surface deposits, and climate protection all need to be considered. In the course of the process AS+P was also tasked with calculating and evaluating the requirements and potential for homes and workplaces as well as an alternative examination involving the partial use of a conservation area. These documents are supplied as attachments to the deviation documentation. On May 7, 2021, the South Hessen Regional Assembly decided to approve the application as filed by State Capital Wiesbaden. Accordingly, AS+P was able to make an important contribution to realizing the new district in the east of Wiesbaden.
