In 2006-7, AS+P Albert Speer + Partner GmbH, working closely with the City of Mannheim and project developer Diringer & Scheidel, drew up the project-related legal zoning plan no 43.20, "Heinrich Lanz Carré" in accordance with section 12, para. 1 of the German Urban and Country Planning Code (BauGB). The associated redevelopment of the former John Deere foundry site marks the first stage of the overarching project "Neues Stadtquartier am Hauptbahnhof / Mannheim 21" (new urban quarter by the main station / Mannheim 21). The project-related legal zoning plan was based on the Diringer & Scheidel construction project, which on the one hand envisaged various residential facilities (residential building, boarding house / hotel, sheltered accommodation) and a care home, and on the other a supermarket and a store for toiletries. Parallel to drawing up the project-related legal zoning plan, as part of its coordination of the relevant processes AS+P assumed responsibility for managing the entire procedure, as well as the supervision of the individual experts. Furthermore, AS+P helped draw up the project and development plan as well as the implementing agreement, which alongside the project-related legal zoning plan are constituent parts, giving rise to rights, of a project-related legal zoning plan.
